kb67: Windows NetworkInterface collection fails to register

The NetworkInterface collection uses the Network Interface performance object, and registration will fail if there are no counters available for this object. All counters for the loopback interface are ignored. The following may restore the Network Interface counters:

• Apply the latest Windows Service Pack
• Manually reload the PerfMon counters
• Reboot the computer
• Use exctrlst to recover the Performance counters
